 ANSWER

1- House mortgage (mortgage) is an interest loan, which financial institutions give to support buying a house, and receive interest on it, its transaction is not permissible, and buying a personal house is not an urgent need, but  This need can be fulfilled by living on rent etc., or by taking a loan from someone, on the other hand, the matter of usury is very dangerous, for those who deal in usury, war is declared by Allah and His Messenger.  In many Quranic verses and hadiths, it has been mentioned that it is shameful and bad, so it is not permissible to buy a house through house mortgage in England.

2.  It should be noted that Ijtihad is required when there is a problem regarding which there is no clear argument and proof in any of the evidences of Arbaa, Kitab Allah, Sunnah of the Prophet (peace and blessings of Allah be upon him), Ijmaa and Qiyas.  In such circumstances, a solution to this problem should be found through ijtihad by looking carefully at the principles of Arba'a arguments.  This great work can only be done by a person who has a complete mastery of the rules of the Shariah and arguments of Arbaa.

 Establishing a personal opinion by neglecting the Sharia texts regarding the rest of the issues related to which the Sharia texts exist is an interference in the religion which has no scope in the Sharia.

And there are clear texts regarding the sanctity of usury, so there is no room for ijtihad.

 Sahib writes about Ijtihad "Uqd Al-Jeed": That is, "Ijtihad" means searching for its detailed arguments in the understanding of sub-problems of Shari'ah rules, which are generally divided into four types.  The Book of Allah, the Sunnah of the Messenger, Ijmaa and Qiyas.
